Nevada’s Read by Grade 3 Program has played a pivotal role in the advancement of early literacy efforts (kindergarten through third grade) across the state of Nevada over the past five years. This state initiative emerged as Nevada’s first Read by Grade 3 Act in 2015 with the passage and signing of Senate Bill 391. The original Nevada State’s Read by Grade 3 Act was enacted under the leadership of Governor Brian Sandoval with near unanimous support by both houses of the Nevada State Legislature. The Read by Grade 3 Act established a comprehensive system of early reading instruction and intervention aimed at accelerating the reading growth of students reading below grade level in kindergarten through third grade.
