This report examines the effectiveness and associated costs of three state-funded financial aid programs: The Governor Guinn Millennium Scholarship, the Silver State Opportunity Grant, and the Nevada Promise Scholarship. It finds that each of the programs works at increasing the percentage of students who complete a program of study, but it also finds that the costs are steadily increasing (specifically the Millennium Scholarship).
